If you're looking to write for the school paper, you can join TheLaSallian (english) or AngPahayagangPlaridel (filipino). They publish works monthly (i think?). As for us, Writers' Guild is a special interest organization for writers of all kinds (whether english or filipino, story writers or poets, news writers or fictionists). We provide various seminars, activities, and workshops for writers. You can browse our site for a look at our activities :P
